...36:36 .. Attn: T. Hon* "Cohesive..." (Another "formation). Back to basics... "4th Branch?" Our gigantic loophole is that "active and passive civil-defense" can not, and must not be - only - another Gov Agency.. ....(FCDA..OCD..FEMA..DHS----"DES") ALL are born into it. (Whether we want, or it... Stuck.) So, to learn what it is, and how to use it... ... And, to get professional at it. ... Thusly, right in line with your work. ... And, this needs champions. First... Note the definition of "civil"... So, to fix both systems - Gov's, and our backup - since We need both - working extremely well. Without getting nuts about it. ... Just, a services platform. ... Plugged in, all the way to NORAD. FEMA states, "civil-defense is emergency management." And, the older FEMA - "OCD" stated, that "active and passive civil-defense are integral to national security [demos-cracy] posture." Respectfully... "We...." are missing, that most important "strategy." "We..." - [the humans] - got lazy. Noting earlier times... ... The "formal" musters, were where they managed crucial issues, with voice and vote - and action - too; as well as, their neighborhood incident management practice, and organized deployments, to establish responsible liberty. Such gatherings - when they seemed to be getting better at it - were where demos-kratia/ demos-cracy... .......... Thrived...!...?????? Especially, when, a "quorum" of folks were required to gather/muster (or, be fined),... when, some member/members, of a family were represented - as necessary - to fill an assigned security "post" / "position", as part of their neighborhood incident management capabilities. Thusly, to bring pieces of old systems, into a 21st century context... ... by using a neutral / objective liaison / logistics non-profit matrix NGO... ... with, Chapters... Possible... Everywhere... Around the world...!!!!!! For servicing - areas - through EOCs... ... "CIC"... Using, we millions of Vets... ... ("Back in civilian life.") ... Scattered, everywhere, already. ... As, our - honorable - SOP backbone. ... With chosen / selected leadership. ... ( Just call, "Attention on Deck." ... ( We will respond - quickly! ... (We already are the "Minute - people." ... ( Let's get "checked-in."...??? To mechanize the "demos - cracy"... To empower "democracy"... Within... ...an "indirect democracy" / "republic." Through a system built for it. ... Built into educational systems... ... Degrees, Internships, In-service... ... For 24 / 7 / 365.... For consolidating and coordinating... (Something like the ARC, in organizational structure, without duplication of Her services... While, actually becoming Her assets... If, and as, needed... ... So, redundancies... ... As, an arbitration platform ... as "active and passive civil-defense are integral to national security [democracy] posture" (OCD/FEMA). (Noting the Sw*ss template - for instance - built into a republic.. .. As, "support, systems, and services". ... (To those, who serve, in our stead.). ... But, on our terms, in an NGO... ...... In, a democracy. ...... With, chosen leaders. ... Since, "We.........." has no borders or boundaries...!...? So, to draw out demos-cracy... A place for accounting "Yea"/ "No"! ... For, confronting ignorance and fears. ... with professionally mustered truth. Through, an info processing library. (Food, water, shelter, shielding, security, suffrage, education, infrastructure, environment, liaison, logistics, tech, jobs,........ ... leadership / republic-maintenance! ... For, governing Government s.). So, to map out our "indirect"/republic s. So, to vet those, who serve in our stead.... - Public servants - Public employees - Personnel - representatives - Facilities - Systems - Equipment - Supplies -........ From, behind, a Desktop Icon... "DES-SSS" ... "Disaster and Emergency Service"--- ...---"Support, Systems, and Services." ...(Note: Labeling accuracy is imperative... ... standardized doctrine.. ... So, to match the EMI/FEMA Goal, Mission, Objectives... .. "To protect life and property." (FEMA). ... In my words... ... To protect life, responsible liberty, accountability, happiness, and a sense of "home", for living the art of kindness.). Using... Our matrix NGO... ... Labeled, to get us through the doors.... ... In the justifiable name of "civil-defense", which must not be - only - another Government Agency, as FCDA / OCD / FEMA / DHS...! You - ALL - are "civil-defense." You are born, a "member." Whether you like it, want it, or not. This is our only way of using that - "human / civil right.?" A - potential - system... If we build it correctly. Even, by-the-book (EMI/NETC/FEMA). With one - crucial - adjustment...! ... We build our secondary manual backup system... ... as a matrix NGO... ... as opposed... ... to it being built - from taxes - as another "arm of Gov." ... with, enforcement power. [ I'm tapping this into an old phone, so please give me a break????] Our matrix NGO "Operations Section"...😅 ... Our, "CICs"... (Which functions with all NGO Sections / Services... ... Where, We are Her "crew." ... If - we want to use it... Or not. Thusly, everyone is "a member"! ... Born, a "member" in the NGO. ... Since, every individual is included. Thusly, the NGO services are available for use. Even, a place for setting our record straight, too. In relation to comprehensive contingencies-management capabilities. However, This needs champions. "Disaster and Emergency Services"...--- ...(Gov. / Republic version)--- ...---"Support, Systems, and Services"... ...("We..." - the humans... NGO.) With - Matrix NGO "Projects"... ... With "Sub-Projects"... ... With "Missions".... (Who, what, when, where, which, why, how...). Noting... For supporting, our "White Hat" personnel... For vetting our... ... "Public servants" ... "Employees" ... "representatives" ... "personnel" ... Services ... Facilities ... Equipment ... Supplies ......... So, to mechanize and empower demos-cracy ... within a republic. Using, our "emergency / disaster / distress... management system"... So, to "mirror" up aside - to maintenance - a republic.. As our loophole through every door... Professionally! ... As, legally earned/permitted authority. For comprehensive contingencies-management capabilities... And, for far better... ... neighborhood management ... neighborhood incident management capabilities... Noting... Watch... PBS: pt 2... ... "H*lf the Sky"... FET ... [Vets...!...]. (Female Engagement Teams) ... Here, at "home." ... Put this, in FET - Vets' hands. ....And, kids, too. And, for hints, watch: "Meet John Doe" ... (Gary Cooper / Barbara Stanwick). [Mix the possibilities, while all individuals must be included, as a member, thereof - while noting, any conflict of interest can be noted, in the system, in context... ... For instance - pay raises - for Gov personnel...? ... While, still having voice and vote, regardless, the issue.]. A matrix NGO... ... with FET Vets, doing what they know, in neighborhoods...!!...??? This needs champions, like you, getting it operational... Correctly. While, we know, what not to do, too. And, to watch over it, to assure, it is "well regulated." By.... Labor... Xmas... NOW...?????...!!! Standing by....... Still.......???... .... (My "Latter days?"). Semper Fidelis...

Was stationed aboard the USS Benawah APB-35 (Shown at time 6:12) from April 69 to December 70. The second day I was onboard I ran into a from my hometown who only had 2 more days until he was going home. Seemed crazy meeting him half way around the world. Also met Chief Gunners Mate Carl Matheny, who was from Leon, WV, just 10 miles from my house. When I left there I went to a reserve training ship, USS Harwood, in Charleston, SC. first day there I ran into Chief Matheny again. When it came time to give me my reupholster talk they chose him to give it to me, but, I was ready to get out.

0:00 No sir he wasn’t being unfair to Callaghan. Admiral Scott USED the tools he had available to him that night to win that battle. Admiral Callaghan deliberately chose not to use the VASTLY superior RADAR and FIRE CONTROL on his ships to get the drop on the Japanese like Admiral Scott did. He chose the cruiser with the old radar sets and even than he didn’t trust them. And because of his inexperience and lack of trust he cost a lot of lives that night needlessly.

Wall Street and their political benefactors fought vehemently to drag out the war. For maximal corporate and banking profits it was crucial not to win the war. In 1971 Nixon took the privately owned central bank (Federal Reserve Bank) of the gold standard so they could pay for the war. Eventually, the USA government propagated the 911 false flag attack to promote the invasion of seven oil nearing nations. Once more the corporate government military complex drug out those wars for decades.

Now where have I heard problems with the welding of piping???????? Why the sinking of the USS Thresher only 5 years before. Huh, and the Scorpion was after the institution of the Sub Safe program. Maybe that nifty name is all it really takes. Folks since, at least, the Revolutionary War it's been gospel that our military sends our men out with shoddy substandard gear. We rail against bureaucracies for their ineptitude and lies to cover up. I got news for ya the departments of the army and navy are some of the oldest American bureaucracies.

To keep it from happening again. You need the correct system. There's one path. Hear it...!............. Finally! Standing by... Semper Fidelis! Our gigantic loophole... Right through "their" front doors! (While, this is, and continues to be, "White Hat" FBI / FEMA / DHS / NSA approved.). Our human "active and passive civil-defense"..."right!" As our secondary manual backup system, as "recommended" by FEMA. We can use a neutral objective logistics liaison non-profit Matrix NGO. (Organizationally structured, something like the Red Cross, with Chapters everywhere, without duplicating ARC services, while actually becoming one of Her assets, for managing hard times.). So, to snuggle up tight, against our republic, for managing crucial issues. (Suffrage, Republic, Environment, Education, Infrastructure, Liaison, Logistics...). So, to restore our "mustering" capabilities, for accounting our voice and vote... ... Our preference, on any crucial issue. (Food, water, shelter, shielding, air, waste disposal, security, liaison, logistics, leadership...). "Disaster and Emergency Services" (Gov "Civil Defense...)...--- ...---"Support, Systems, and Services" ("We..." "civil defense", our Matrix NGO.). With the same FEMA - DES Goal, Mission, Objectives... ... "To protect life and property. Using comprehensive contingencies-management capabilities. Making our approach more appropriately... ... To protect life, liberty, happiness, a sense of home... For maintaining a safe secure environment, for living the art of kindness...! Note: FEMA recommends secondary EOCs... ... Something like a NASA Flight Control. ... For dealing with emergencies, disasters, and distress... (Which are the jobs, for folks like our professional Responders... ... Once known as the "Office of Civil Defense"... Thusly, another "arm of Gov", with enforcement powers. Note the definition of, "civil." Thusly, that "secondary" can be built as a matrix non-profit NGO. ... Where our NGO system plugs in, to monitor our republic system! Through Projects, Sub-Projects, and Missions... ...Who, what, when, where, which, why, how. As, our secondary manual backup system! With very cool "Project" capabilities, for resolving crucial issue... And, to help folks with neighborhood incident management capabilities, too. Where we can responsibly map out, and monitor our republic... ... "Pubic servants / employees / personnel, representatives..." ... Facilities... ... Services... ... Equipment... ... Supplies.... ... Folks, the old musters, were where neighbors gathered, to manage crucial issues, with voice and vote and action... As well as, for neighborhood incident management practice. However, as the security apparatus faded from use, so went the democracy / (demos-kratia?), that happened, in their midst, at those required gatherings / musters, while - also - maintaining liaison, with other folks, in other places, who were using mustering - for community maintenance, too.
